[ワシントン １１日 ロイター] – 米国は１１日、ベネズエラを標的とした新たな制裁措置を発表した。マドゥロ大統領の妻のおい３人のほか、原油タンカー６隻、海運会社６社が対象。
米国はカリブ海南部で大規模な軍事作戦を展開し、マドゥロ大統領への圧力を強めている。トランプ大統領は１０日、ベネズエラ沖で米国が石油タンカーを拿捕したと明らかにした。
米財務省は声明で、ベネズエラ産石油を輸送する海運会社６社と石油タンカー６隻が「欺瞞的で危険な海運慣行に従事し、マドゥロ政権の腐敗した麻薬テロ政権に資金源を提供し続けている」として、制裁を科したと発表した。
４隻のタンカーはパナマ船籍で、残りの２隻はクック諸島と香港の船籍。国営石油会社ＰＤＶＳＡの内部文書によれば、対象となった船は最近ベネズエラで原油を積み込んだスーパータンカー。
このほか制裁対象となったマドゥロ大統領夫人のおい３人のうち、２人は２０１５年に米麻薬取締局のおとり捜査でハイチで逮捕された。
２人は１６年に数百万ドル相当のコカイン取引を企てた罪で有罪判決を受け、１８年の懲役刑を言い渡されたが、２２年のベネズエラとの囚人交換で釈放された。
ベネズエラ通信省はコメント要求にすぐに応じなかった。
マドゥロ氏はカラカスのピントサリナス地区を訪問した際、これまでの制裁を念頭に「帝国主義者たちはわれわれの国民がくじけると思っていたが、ここでは誰もくじけなかったし、これからもくじけることはないだろう」と述べた。
米国務省の元エネルギー担当当局者で、現在はコンサルティング会社ゴールドウィン・グローバル・ストラテジーズの社長を務めるデービッド・ゴールドウィン氏は、６隻の船舶に対する制裁は米国が船舶を差し押さえようと足場を固めているのかもしれないと指摘する。
「これは強力な威嚇戦術だ。制裁を受けた船主は船を完全に失うことを恐れてベネズエラ産原油の積み込みに二の足を踏むだろう。また、制裁を受けていない船主も、今後臨検を受けたり、指定されたりすることを懸念するだろう」と語った。
