Hey guys, big breaking news coming out. A state of emergency has been declared in Shelby County, Tennessee amid federal law enforcement surge. Now, we’ve seen something like this. I think it was last week. Los Angeles County declared state of emergency over immigration raids. Now, we are seeing something here, guys, and I do believe there’s going to be others that will follow. Shelby County is now under a state of emergency. Mayor Lee Harris made this declaration last week, but it only became public now. The mayor claims the Memphis Safe Task Force is straining resources. Fox 13 Sheila Oconor joins us live from Bill Street. Sheila, what does this declaration do? Yeah, usually you see a state of emergency declared during a natural disaster. It allows local government to have more access to funding and other kinds of personnel. Now, here along Beiel Street, this is the area where we saw the most National Guard presence since they’ve been in the city during Ballin on Beiel Street. Now, many of the attendees told Fox 13 that the extra security really made a difference in how they felt safety-wise for last night’s event. Now, the Memphis Safe Task Force, they’ve been up and running for 3 weeks now. Mayor Harris says law enforcement were told to expect a 200% increase in arrests. Harris says the Shelby County Jail simply cannot handle that drastic increase and all detention facilities in the county are strained or at maximum capacity with limited staff. Now, Fox 13 has been tracking the arrests made by the task force. New numbers show almost a thousand arrests have been made. Tennessee’s governor says most of those arrests are violent criminals. Now, Harris’s declaration goes on to say, quote, “These extreme conditions require emergency responses, including but not limited to expenditures of funds for measures necessary to respond to increased federal and military operations.” Paris says that this state of emergency will stay in place for as long as the Memphis Safe Task Force operation is in place as well. 13 Sheilo Connor reporting live downtown. Wow. So, this state of emergency what it does it releases funds. Now, you have the uh Give me a second here. Let me just pull up this information once again. Do me a favor. The Shelby County Mayor, Lee Harris, he’s the one that declared state of emer of emergency in the county due to the Memphis Safe Task Force. He cited a strain on local resources from a surge in federal law enforcement. This is something that I never heard of. I mean, it’s happening in Los Angeles and it’s happening in Tennessee. I do believe there’s a possibility it might happen in Chicago and other regions. All right, guys. All right, so like I said guys, this is something that’s kind of strange. It’s not like we are seeing foreign foreigners like soldiers from from Russia, China and stuff like that. This is just US military uh and you declaring emergency on that. It’s kind of uh strange. So the declaration started October 9 on Thursday. The declaration was extended for another seven days. In declaration, uh, the mayor points to pressure on the counties already overcrowded jails, adding that there’s been a 200% increase in daily arrest since the task force arrived September 29. Man, wow. Now Harris said the mayor uh the declaration is about protecting public health safety and welfare and it will remain in place until task force operations end. So this state of emergency will be uh it will continue until the day ICE leaves. We don’t know how long that’s going to be. Um so give me a second here. We do have this news that uh is being released. The declaration of declaration of local state of emergency by the mayor of Shelby County. The executive order to declare a state of emergency is made by the mayor of Shelby County, Tennessee for the protection of public health, safety, and welfare. What do you mean the protection? They are being protected. That’s the reason why he’s sending these uh guards to protect the people from the lawlessness. I don’t know guys. Again, it’s so hard to read these people’s mind. It is. Um so the president, the commander-in-chief issued a presidential memorandum on September 15, 2025 titled Restoring Law and Order in Memphis. Now, this federal memorandum created the Memphis Safe Task Force with the intent of increasing law enforcement and a military present in Memphis and Shelby County in Tennessee. uh subsequent to the presidential memorandum, the president of the US and of the govern of the state of Tennessee have deployed federal law enforcement officers and the Tennessee National Guard in Shelby County, Tennessee. Now, local gov and law enforcement agency have seen an increase in law enforcement activity and have been told to expect increased of arrest at nearly 200% of current daily rates. It has become apparent that current physical and financial resources cannot support the uh proposed impact of the federal operations. I mean, someone has to do the job. I mean, again, I know families and friends that live in Tennessee and they tell me that it’s really bad. It’s just really bad. I think Tennessee, if I’m not mistaken, they’re like in a top three or something like that. And then you have Chicago, and then you have Portland, and then you have all these other regions. Um, so it says here, kind of lost my uh track on this one here. So despite tireless efforts by county personnel to mitigate the situation, current population and all detention facilities of Shelby County, Tennessee are stationed and near of at or near or at maximum capacity with staffing limited. These extreme condition require emergency responses including but not limited to uh expenditures of funds for uh measures necessary to respond to increased federal and military operations and to protect individuals and property in Shelby County. Well, it seems like uh there’s a possibility they might have to open some more uh facilities, another possibly uh jail or prison. In consideration of law enforcement, federal, state, and local and health, safety, and welfare of the residents of Shelby County through increased demand on financial resources. Shelby County is left with no other choice but to respond as may be required by law. Now it says here it is in the public’s interest that a local state of emergency have been declared emergency be declared by the mayor of Shelby County, Tennessee persu authority of Tennessee granted by law and vested in the mayor of Shelby County, Tennessee for the protection of the public health, safety and welfare. They’re acting like uh the uh ICE agents or like some kind of boogie man. Uh comparing them to NIZIS. I do believe there’s going to be more states that’s going to follow like big cities like Chicago and stuff like that. I mean, same thing is happening here. This uh this happened last week. I mean, even Los Angeles County declared state of emergency. Once again, you have the Los Angeles County officials voted on Tuesday to declare a state of emergency. So, it seems like Tennessee, it seems like Shelby County, Tennessee, and Los Angeles filed the state of emergency at the same time. The only difference is Los Angeles immediately declared state of emergency. Shelby County, Tennessee. It took a while. All right. So, it says here the proclamation gives the country, excuse me, the county the power to assist residents they say have been impacted financially by IC action. So, I guess they’re giving funds to uh the people out there. They’re giving funds to those that have been um I don’t know struggling with IC raids. Uh, the declaration was introduced by County Supervisor Lindsay. All right, so we’re going to skip a lot of this here. What are your thoughts, guys? According to supervisor who said the IC raids have caused widespread fear and led to a decreased attendance at workplaces, disruption of local economies and strain on critical services such as school, hospital and places of worship. Now rent relief for tenants. Oh, that’s very nice. That’s very nice. Again, rent relief. That’s very nice. Meanwhile, over decades, you have uh Americans sleeping in tents. Unbelievable. Where’s my coffee at? Mhm. Hey, Gavin, look. People sleeping in tents. Are we giving rent relief? No, don’t give them rent relief. It goes to my new people. They are my new votes. All right. So, it’s it’s absolutely crazy. Absolute crazy. Sickening. It’s just sad. Once again, the VOTE on Tuesday allows county supervisor to mobilize resources, request state and federal financial assistance to respond to the impact of the raids and expedite contracting to address the situation. Now, what’s happening in our community is an emergency. No, it’s not, man. I mean, it’s, you know, they just cleaning up the uh the lawlessness, something that you guys have completely just allowed to go on. Once again, uh it says here, “What’s happening in our community is an emergency and the LA County is treating it like one,” said Hoboff in a press release. They claiming a emergency ensures that the full weight of county gov is aligned to support our im you know what communities who are who are being targeted by you know what actions. What about the those that sleeping tents? What about them? What about them? Or or or or veterans? Don’t they need rent relief? Do they need help, too? IC raid started in LA early June, prompting demonstration that at times turned lawlessness. It’s been lawlessness way before all this. While the US commander operation puss was initially said to be centered around undocu with uh records and ABC news analysts of data in July show that the administration has arrested an increasing number of these individuals with no criminal conviction. You know how many Americans were laid off so companies could save money and pay these individuals under the table? What about the Americans that were laid off?
